Infrastructure Scores by Zone

Zone intelligence scores cover legal and market factors. Infrastructure is a separate dimension that directly affects quality of life, rental guest experience, and long-term property value. Tulum's sewage crisis is the most consequential infrastructure risk in the corridor.

Intelligence Notes

Infrastructure is the single biggest risk factor in Tulum beyond ejido exposure. Sewage treatment capacity is severely inadequate relative to development density. CONAGUA has documented aquifer contamination in the Hotel Zone. New municipality status (2021) means limited track record of infrastructure investment. New airport (2024) is a positive outlier.

Risk factors
!Sewage treatment crisis - documented aquifer contamination
!Electricity reliability - Hotel Zone experiences frequent outages
!No public hospital - nearest trauma center is Playa del Carmen
!Road quality deteriorates significantly south of town
Tulum Sewage Crisis — Critical Note

CONAGUA and UNAM researchers have documented fecal contamination in the Tulum aquifer linked to inadequate sewage treatment. The Hotel Zone has grown from ~2,000 to ~30,000 hotel rooms since 2010 with inadequate treatment capacity growth. This is an environmental and public health issue that is also a property value risk -- regulatory action could curtail development or force retrofitting costs on existing properties.
